VOV.VN - Party General Secretary To Lam on October 4 delivered a keynote speech at the 8th Congress of the Central Public Security Party Organization for the 2025-2030 tenure.
The 8th Congress of the Central Public Security Party Organization for the 2025-2030 tenure opens solemnly at the Ministry of Public Security’s hall in Hanoi on October 4 morning.

Those in attendance include President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, along with incumbent and former leaders of the Party, the State, the Vietnam Fatherland Front, central agencies, six centrally run cities, and the Central Public Security Party Committee and the Ministry of Public Security.
The congress brings together 350 outstanding delegates representing the wisdom, political will, faith, and aspirations of more than 67,000 Party members of the Central Public Security Party Organization.
The 8th Congress of the Central Public Security Party Organization is a particularly significant event, affirming the growth and maturity of the People's Public Security force after 80 years of building, fighting, and developing under the Party’s leadership. It marks a new chapter in the development of the Party Organization and the entire force, all for the fulfillment of the Party’s strategic goals for peace, stability, sustainable and high-quality development, and better living conditions for all people.
In his directives at the congress, Party General Secretary To Lam requests that in the current tenure, the entire Party Organization and the public security force nationwide focus on five key tasks, including leading efforts to firmly consolidate a peaceful and stable environment, build a disciplined, safe, and healthy society, and lay a solid foundation for the successful implementation of the 14th National Party Congress’s Resolution and the Party’s two strategic centennial goals.

He underlines the need to consolidate overall strength to safeguard security and order, strive for breakthroughs in developing a self-reliant, dual-use, and modern security industry, thereby laying the foundation for strengthening security potential and enhancing the capacity to protect national security and social order, and to build and defend the Fatherland.

The congress’s decisions serve as a foundation for further enhancing the leadership capacity and combat strength of the Central Public Security Party Organization, building a revolutionary, professional, elite, and modern force; and consolidating and strengthening the capacity and power to safeguard national security and social order, meeting the requirements and tasks in the new revolutionary period. The outcomes of the 8th Congress of the Central Public Security Party Committee will make an important contribution to the success of the 14th National Party Congress.
In his opening remarks, General Luong Tam Quang, Politburo member, Secretary of the Central Public Security Party Committee, and Minister of Public Security, emphasize the great significance of the 8th Congress of the Central Public Security Party Organization while affirming the growth and maturity of the People's Public Security force after 80-year development under the Party’s leadership.
At the opening session, delegates will listen to a report on the results of the preparatory meeting, the introduction of the Presidium and the secretariat, an opening speech of the congress, a report on delegate credentials verification, a political report, and a review report on the leadership and direction of the Central Public Security Party Organization for the 2020–2025 tenure. The session will also feature presentations contributing to draft documents to be submitted to the 8th Congress of the Central Public Security Party Organization and the 14th National Party Congress.
Having absolute loyalty to the Party and close attachment to the people is the essence of and a source of strength for the People’s Public Security force to successfully fulfil its task of protecting the Party, the State and the people, Prime Minister Nguyen Xuan Phuc has said.
