On November 9, President Luong Cuong and his entourage arrive at Arturo M. Benitez International Airport in Santiago, marking the start of their official visit to Chile.
Upon arrival, President Luong Cuong meet with the staff of the Vietnamese Embassy and representatives of the Vietnamese community in Chile.
On November 10, President Luong Cuong visits and lays a wreath at the statue of President Ho Chi Minh in a park named after him in Santiago de Chile.
On the same day, President Luong Cuong met with Lautaro Carmona Soto, Chairman of the Communist Party of Chile, reaffirming the Vietnamese Communist Party’s commitment to enhancing cooperation with other ruling and traditional partner parties, including the Communist Party of Chile, for the benefit of both peoples and for peace and development in the region and the world.
Later that day, President Luong Cuong meets with a delegation from the Chile-Vietnam Cultural Institute, led by Chairwoman Patricia Abarzua, encouraging continued efforts to foster people-to-people exchanges between the two countries.
President Luong Cuong also meets with Paulina Vodanovic, leader of the Socialist Party of Chile, expressing hopes for closer cooperation between the two parties and reinforcing political trust as a basis for comprehensive cooperation, particularly in areas of mutual strength.
In the evening, President Luong Cuong visits the home of the late Chilean President Salvador Allende, a strong supporter of Vietnam’s anti-US resistance and a close friend of President Ho Chi Minh of Vietnam.
On November 11, President Luong Cuong meets with Karol Cariola, Speaker of the Chilean House of Representatives and Chair of the Chile-Vietnam Parliamentary Friendship Group. Speaker Cariola agrees that disputes in the East Sea should be resolved peacefully in line with international law, particularly the United Nations Charter and the 1982 UN Convention on the Law of the Sea (UNCLOS).
President Luong Cuong then meets with Senate President José Garcia Ruminot, calling for strengthened parliamentary cooperation to support the ratification of initiatives, agreements, and partnerships between the governments, ministries, and localities of the two countries to bolster their Comprehensive Partnership.
The official welcoming ceremony for President Luong Cuong takes place at La Moneda Palace in Santiago de Chile by President Gabriel Boric.
During their talks, the two leaders appreciate the progress in Vietnam – Chile relations and agree to enhance cooperation in areas of mutual interest. They direct their respective ministries to explore an upgrade in bilateral partnership framework to create more opportunities for cooperation.
After the talks, the two president meet with the press to share outcomes and witness the signing of a Vietnam-Chile Joint Statement, a defense cooperation MOU, and cooperation agreements on agriculture, culture, and trade promotion.
In the afternoon, President Luong Cuong meets with business leaders from the Federation of Chilean of Industry (SOFOFA). Currently, Chile is Vietnam’s fourth largest trading partner in Latin America, and Vietnam is Chile’s largest trading partner within ASEAN.
On the evening of November 11, President Luong Cuong and the Vietnamese delegation attend a ceremony marking the 80th anniversary of the founding of the Vietnam People’s Army (December 22, 1944 – 2024), the 35th anniversary of National Defense Day (December 22, 1989 – 2024), and the official inauguration of Vietnam’s Defense Attaché Office in Chile.
During a policy speech at the University of Chile on November 12, President Luong Cuong affirms Vietnam’s commitment to “national independence linked with socialism,” which serves as the guiding principle for national development and defense. He notes that, despite its middle-income status, Vietnam’s Human Development Index (HDI) has remained high for many years. He also affirms that, though separated by half the world, Vietnam and Chile share a unique bond rooted in historical, cultural, and geographical similarities, as well as a shared vision for the world. This marks the final activity of President Luong Cuong’s official visit to Chile.
