During the visit, General Secretary and President To Lam and First Secretary and President of Cuba Miguel Diaz-Canel Bermudez witness the signing of seven cooperation documents in the fields of politics, economics, banking, local cooperation, health care, and agriculture. To Lam also announces that Vietnam donates 10,000 tonnes of rice and 500 computers to Cuba. The then General Secretary and President To Lam (now General Secretary To Lam) attends the 19th Francophone Summit and pays an official visit to France from October 3 - 7. During the visit, General Secretary and President To Lam and French President Emmanuel Macron agree to announce the upgrade of the relationship between the two countries to a Comprehensive Strategic Partnership. Before arriving in France, General Secretary and President To Lam pays a State visit to Ireland from October 1 to 3 and another visit to Mongolia from September 30 to October 1. The then President (now General Secretary) To Lam pays State visits to Laos and Cambodia from July 11 – 13, his first overseas trip in the capacity as Head of State. At the invitation of President Gabriel Boric Font, Vietnamese President Luong Cuong begins an official visit to Chile from November 9 – 12, the first foreign trip in his new position. From November 12 – 16 President Luong Cuong pays an official visit to Peru where he also attends the 2024 Asia-Pacific Economic Cooperation (APEC) Summit. President Luong Cuong holds bilateral meetings with President of the Republic of Korea Yoon Suk-yeol; President of Indonesia Prabowo Subianto; Prime Minister of Japan Shigeru Ishiba, Party General Secretary and President of China Xi Jinping; President of the United States Joe Biden; and Prime Minister of Canada Justin Trudeau. This is the first official visit to Peru of the Vietnamese President that also coincides with celebrations marking 30 years of Vietnam – Peru diplomacy. Prime Minister Pham Minh Chinh pays a State visit to India from July 30 to August 1 at the invitation of Indian Prime Minister Narendra Modi. The two sides issue a Joint Statement on strengthening the Comprehensive Strategic Partnership, sign nine documents in the fields of diplomacy, defense, finance, health care, culture, tourism, human resource training, including the Action Program to implement the Comprehensive Strategic Partnership for 2024-2028. In addition, the Prime Minister receives leaders of leading Indian corporations in various fields and promotes multi-billion dollar investment projects. From October 23 to October 24, Prime Minister Pham Minh Chinh attended the 16th BRICS Summit in Russia on October 23-24. During his stay, Prime Minister Pham Minh Chinh has nearly 30 bilateral meetings with leaders of Russia and other BRICS member countries and guests attending the summit. The Prime Minister’s speech at the summit highlights Vietnam’s resilience, independence, and strategic vision on global issues. From October 27 to November 1, Prime Minister Pham Minh Chinh pays an official visit to the United Arab Emirates (UAE) and Qatar, attends the 8th Future Investment Initiative Conference and then visits Saudi Arabia. During the Prime Minister’s visit, Vietnam and the UAE upgrade their relationship to a Comprehensive Partnership, while Vietnam and Qatar issue a joint communique and sign many important cooperation documents. With Saudi Arabia, the two sides agree to raise two-way trade turnover to US$10 billion USD in the coming time. From November 16 to 19, Prime Minister Pham Minh Chinh attends the G20 Summit 2024 in Brazil. The Prime Minister delivers speeches at the two panel discussions on the fight against poverty and sustainable development and energy transition, along with 35 bilateral meetings with many leaders of countries and international organizations attending the Summit. In addition, Vietnam and Brazil issue a joint statement on upgrading their relationship to a Strategic Partnership. This is the first South American country with which Vietnam has established a Strategic Partnership. He also pays official visits to the Republic of Korea, Hungary, Romania, New Zealand, Australia, and some other countries. From October 17 to October 19, National Assembly Chairman Tran Thanh Man pays an official visit to Laos where he also attends the 45th General Assembly of the Inter-Parliamentary Assembly of ASEAN (AIPA-45). During the working trip, National Assembly Chairman Tran Thanh Man delivers a speech at the first plenary session of the 45th AIPA General Assembly, proposing major priority directions to promote parliaments' role in strengthening ASEAN's connectivity.
