Chinese Premier Li Qiang arrives in Hanoi on October 12 evening, beginning his three-day official visit to Vietnam at the invitation of Prime Minister Pham Minh Chinh.
As soon as Li lands in Hanoi, he meets General Secretary and President To Lam at the Party Central Committee Headquarters, where the two sides agree to boost Vietnam – China comprehensive strategic partnership, through party diplomacy, state diplomacy, and people-to-people exchanges. They also stress the importance of maintaining peace and stability in the East Sea.
Premier Li emphasizes that China considers the development of relations with Vietnam a priority in its neighbourhood diplomacy. He affirms that the Party and the government of China consistently support Vietnam’s Doi Moi (renewal), development, and the building of socialism.

During their later talks, the two prime ministers officially announce the commencement of operations for the Ban Gioc – Detian Waterfall Scenic Spot from October 15, 2024. Chinh requests that both sides expedite the procedures to soon open the Vietnamese Consulate General in Chongqing, further promote trade cooperation and continue to open the market for high-quality Vietnamese agricultural products.
At the same time, Chinh requests that China support Vietnam in setting up a Trade Promotion Office in Haikou in 2024 and similar offices in Chengdu, Nanjing, and other locations. Regarding transportation connectivity, Chinh suggests that both sides effectively implement the signed agreements on railway cooperation, including developing the modern railway industry, providing preferential loans, transferring technology, and training human resources to implement three standard-gauge railway lines connecting Northern Vietnam with China.
After the talks, the two prime ministers witness the signing ceremony of 10 cooperation documents in various fields, including transportation connectivity, customs, public welfare, education, agricultural trade, media, and banking.
During a meeting with Chinese Premier Li Qiang on October 13 afternoon, National Assembly Chairman Tran Thanh Man emphasizes that the National Assembly of Vietnam and the National People’s Congress of China should continue to enhance their legislative and supervisory roles in promoting bilateral relations. He also highlights the importance of exchanging experiences in improving institutions and building a socialist rule-of-law state under the leadership of the Party.
Li outlines three proposals to enhance exchanges and cooperation between the two sides in the near future, focusing on maintaining regular strategic exchanges, and effectively implementing the cooperation mechanism between the National People’s Congress of China and the National Assembly of Vietnam. He also emphasizes the importance of strengthening public support for bilateral relations by organizing activities for the Vietnam-China Cultural Exchange Year in 2025 and promoting education for the youth of both countries about the friendship between the Chinese and Vietnamese peoples.
On October 13 afternoon, Prime Minister Pham Minh Chinh and Chinese Premier Li Qiang attend the Vietnam-China Business Forum to realise the common perceptions of both Parties’ leaderships, including enhancing economic, trade, and investment cooperation.
Both sides agree to promote cooperation in infrastructure, digital economy, finance, and energy, by encouraging their businesses to connect and collaborate more closely. They vow to facilitate sustainable development for enterprises and investors operating in each other’s markets.
Premier Li states that economic and trade cooperation has always been a highlight of China-Vietnam relations and a significant driving force behind their comprehensive strategic cooperation partnership. Looking to the future, Li holds that there is still considerable room for further economic and trade development between the two sides.
On October 13 evening, Prime Minister Pham Minh Chinh and Chinese Premier Li Qiang explore UNESCO-recognised Quan Ho (love duet) folk singing and the making of Dong Ho folk paintings.
Both leaders make Dong Ho folk paintings together.
Chinese Premier Li Qiang is due to leave Hanoi for Beijing on October 14, successfully concluding his official visit to Vietnam.
